5 SAFETY INFORMATION The operator of any mobile radio sh ould be aware of certain h azards common to the operation of vehicular radio transmissions. A list of the possible hazards are : 1. Explosive Atmospheres Just as it i s dang erous to fuel a vehicle w ith the motor running, be sure to turn the radio OFF while fueling t he vehicle.
6 INTRODUCTION This m anual describes h o w to use the ORION Mobile Ra dio. The ORION is a synthesized, m icroprocessor-based, h igh perf or mance m obile FM radio providin g reliable two-way communications in both the E nhanced D igital A ccess C ommunicati ons S ystem (EDACS) trunk ing en viron men t an d conventional co m munication systems.

8 CONTROLS This section describes t he buttons, keys and ro tary knobs used to control the Orion S can and Sys te m Model radios. A ll functions and control s of the Scan radio operate th e sam e as the correspondin g function s and control s on the Sy stem radio.
9 RAMP CONTROL The primary function of this rocker type button i s to scroll throug h the Sy stem lis t or the G roup/Ch a nn el list depen di ng upon programming. The secondar y function is to incre ment or decrement items within a list (phone list for example).

11 Standard Ke y cap Configura t io n The Standard keycap pack age for the System radio includes five (5) labeled keycaps (MODE, HO ME, CHN, A UX1 an d AUX2) and six (6) blank keycaps , which can be placed on any of the five key location s (numbers 3- 6 and 9) shown i n Figure 5.

20 ALERT TONES The ORION radio also provides audible alert tones or "beeps" to indicate the v arious operating conditions. These alert tones can be enabled or disabled t hrough programm i ng. CALL ORIGINATE A short m id-pitched al ert ton e sounds after k e ying t he radio (Pu sh-To-Talk button is pressed).
21 CALL DENIED (T RUNKED MODE ONLY) If th e radio is k eyed and a low pitched tone is heard th en the radio is not authorized on the system that has been selected.
22 TURNING ON THE RADIO Rotate the POWER ON-OFF/VOLUME knob clockw ise, out of detente t o turn the radio on . A short beep (if enabled throug h program ming) indicates the radio is ready for operation. T he display indicates, if prog ra mme d, the last selected sys tem name on line one an d the last selected group or ch annel name on line two.
23 Line one shows the currently selected item name (XXXXXXXX) fro m the list. Line two indicates the list (YYY) that t h e select ion is to be made fro m and the num ber of the selected item (ZZZ) within t he list. (In some cases the information on lines 1 and 2 will be exchanged.
24 If a mist ake is made whi le entering th e number, pres s the DEL b utton to backspace on ce and correct th e entr y . If an invalid number is e ntered, a short lo w-pitc hed tone so unds wh en SEL is pressed. To exit the selection mode, pr ess the c button or wait for the time-out.

29 FEATURE ENCRYPTION DIS PLAY Feature Encryption Display is available through t he menu fu nction and, if programm ed, appears in the menu as " FEATURES ." T his data indicates current features programmed into the radio as well as infor m atio n required to add featu res to th e radio.

32 SYSTEM/G ROUP /CHANNEL SELECTION In the following description of SYS TEM/GROUP/CHANNEL SELEC TION , the term grou p is used f or both group an d channel. The ORION SYSTEM /GROUP/CHANNEL knob and th e RAMP control , , . pair are programmable for maximum flexibility.
33 METHOD 3 Pre ss S to enter the system select mode a nd follow the selection mode rules detailed earlier. Presses of the R AMP control , or . will now scroll through the syste ms. Group And Cha n nel Selection Several meth ods, some of which depen d on programming, can be used to select a new group or ch annel.
34 TRUNKED MODE OPERATION Digital trunking provides f a st communication access at all times, even during busy hours. In t his mode th e operator selects a communications system and group and the au dio co mm unication or w orking channel (WC) is allocated through digital si gnalli ng with the site.
35 4. Hold the microph one approximately three inches from the mouth and speak in a normal voice. 5. Release the PTT button w he n the tran s missio n is complete and listen for a reply. CONVENTIONAL FAILSOFT In the unlikely event of a failure of the EDACS System, co mmunications may take place in conventional failsoft m ode.
36 Declaring An Emergency Call To send an emergency call to the selected system and group (or on an optionally pre- programmed emergency group), proceed as follows: 1. Press and hold th e red E button f o r approxim atel y one second (this time i s programma ble an d therefore cou ld be long er or shorte r; check with the system administrator).
37 ProSound TM The radio m a y be programm ed for ProSoun d system sc an operation f or multi-site applicatio ns. ProSound is an enhanced multi-site system scanning algorithm , compared to Wide Area System Scan.
38 Priority Sy stem Scan The radio m ay also be programmed f or P riority System Scan. (T o ensu re that this feature operates correctly , the control channel of the priorit y system m u st be located on chann e l one unless y o u are us ing the ProSound / ProScan alg orithm).
39 GROUP SCAN OPERATION Only Groups t hat are part of th e radio's scan list may be scan ned. Groups are added to the scan list on a per sys tem basis by PC Program ming, the radio key pad or both, dependen t upon programm ing. This scan list may be changed by the user from the k e ypad un less programme d otherwise.
40 Adding Gro up s To A Scan List 1. With scan operati on tu rned OFF, se lect the desi red group to add t o the select e d T r unked s yst e m group scan li st. 2. P ress < or > on the SCAN add/delete control. The current priority status of the group will be displayed in column 1 of line one for a time- out period.
41 Nuisance Delete A group can also be deleted f r om th e scan list, if it is not the c urrently selected g roup, by pres sing > d uring scan operation wh ile the radio i s displa ying t he unwanted group. The group will be deleted from the s ystem's group scan list in th e same manner as if done using the steps above.
42 The radio w ill monitor for Agency and Fleet calls which correspond to the Agency and Fleet associated with the Priority 1 and Priority 2 gro ups. Priority Agency and Fleet calls will b e indicated by displayi ng AGENCY or F LEET on the System lin e o f the display and associated Priority 1 or 2 group on the Group line of the display.
43 The radio stores the ID's of the last 10 callers in t he Calls Received List as shown. Indiv idual calls are stored in the top half of the list (1-10) and group calls are stored in th e botto m half of the list (1-10). The m ost recent call is stored in position 1, the second most recent call is stored in position 2, etc.
44 When in the saved call list, p ressing m togg les the t ime stamp on and OFF. The time stamp indicates how long ago the call was received. The display indicates this i nformation as HH:MM:SS where HH = hours, MM = minutes an d S S = secon ds. When in the pre-s tored list, pressing m toggles the Logical IDe ntification (LID) on an d OFF.
45 TELEPHONE IN TERCONNEC T CALLS Receiving A Telephone Interconnect Call (Trunked Mode Only) Receiving a telephone interconn ect call i s identical to receiving an individual call. See the DTMF Overdial Operation section if access to services requirin g "over-dial" is n eeded.
46 The ORION radio is capable of simplex (one-way) convers atio n only. The caller can only hear the radio if th e P TT button is pressed (th e radio is transmitting) and the caller can only be heard when PTT is released (the radio is receiv ing).
47 METHOD 2: Pre ss p to enter the overdial select/entry m ode and follow the selection mod e rules to call up a stored number from the ph one list or to directly enter the overdial digits.
48 MOBILE DATA The ORION radios wh e n operatin g in the EDACS configurati on permit either voice or data calls to be tran smitted or received. The radio can handle only on e type of call at a time; however, selection of either data or voice is selected tran sparently b y t he operator throu g h n ormal usage of the radio.
49 Data OFF Operation The radio can be placed in th e data disable state by a ny of the following methods. When the data s tate is disabled, the control unit displays "DATA OFF" on the top line. An ongoi ng data call is allowed to co mplete except in the case of declaring a n emergency.
50 Exiting Data Calls Under normal conditions, the radio enters the scan lockout mode and returns to the control channel after completion of a data call (transmit or receive). If, during a data call, one of th e following conditions occurs, the data call is i mmediately term inated and the radio perform s the desi red funct ion: • PTT activated.
51 Data Lockou t M ode The data lock mode is a p re-programmed mode when the radio will not respond to any data channel assignments and prevents receive data calls from interrupting voice calls. Tr ansmit data calls will still be initiated when needed by the operator.
52 Status Operat ion Status operation perm its the transmis sion of a pre-programm ed status condition to the EDACS s ite. To send a status conditio n, press t he s button (keylight come s on) then press one of t he num ber buttons (0-9) to s elect th e pre-programmed status .
53 Message Operation Message operati on perm i ts the t ransmiss io n of a pre- programmed message text to an EDACS site. To send a messag e, press the n bu tton (k e yligh t comes on) t hen press one of t he number bu ttons (0-9) to select the pre- programmed mess age text.
54 DYNAMIC REGROUP OPERATION Dynamic regroup operation perm it s multiple talk g r oups (u p to eight) to be added to a radio via th e system manager. The radio mu st be pre- programm ed to respond to regr oupin g. Dynam ic re grou ping will not be activated in a radio until an activation message is sent b y the s ystem manager.
55 RECEIVING A CALL 1. Turn ON t he radio by rotating the POWER ON-OFF/VOL UME knob clockwis e (out of detente). A short alert signal (if enabled through programm ing) indicates the radio is ready to use. 2. A djust the POWER ON-OFF/VOLUME knob to t he desired v olume level.

59 TURNING SCAN ON 1. T oggle scan operation ON by pres sing k . T he S CAN indicator wil l turn ON when the radi o is scanning. Scanning will st op while m icrophone is OFF-hook if h ookswitch featu re is enab le t hroug h pro gra mmi ng.
60 SQUELCH ADJUST In t he conv e nti onal m ode of operation, the squ elch may be re-adjust ed i n the MENU selec tion mode or from a front panel key on the keypad that has been pre- programmed by the PC prog a m ming software. A def a u lt v alue of 9 or any user lev el between 1 and 16 can be selected by the PC programm i ng sof t ware.
61 2. Use the R AMP control , or . to scroll through the values. Then press the m (SELE CT) key to save the ne w va lue or wait for the display time-out (2 secon ds). The displayed value will be selected and saved. 3. If the c key is pressed before the time-out, the sq uelch le v e l will n o t be updated and the original value will be restored.
62 Type 99 operation m a y be reset manually or au to m atically (pre- programm ed). Manual reset is achi eved by briefly pressing c , if programmed. Automatic reset, if enabled, occurs after a 30 second interval following t he m ost recent decode of a T y pe 99 tone sequ ence.
63 DIRECT MODE OPERATION (Conventional S ystem Only) The direct mode (or talk -around) prov ides sh ort range, lin e of sigh t communi cations. On e o f the but tons on the control unit must be pre- programmed for this feature to function. 1. Make sure the radio is ON and then select the desired con ventional sy st em an d chan nel.
64 TRUNKED OR CONVENTIONAL MODE OPERATION SIREN/LIGHT OPERATION Each siren/light key is desi gned to control an optional siren/light package. Pre ssing a sire n/lig ht ke y will li ght the key i ndicat or. E ach sire n/lig ht ke y (except RESET) can be prog rammed for either CA N CEL or ADDITIVE operation.

66 Message trun ked group calls and individual calls will be answ ered back in the mode they were receiv ed, assuming the call or hang time is still active. Individual, phone, all and emergency calls will be transmitted clear if digital mode is di sabled or in operative.
67 AEGIS Pri vate, ProVoice Private , And Voice G uard Private Modes The Aeg i s, ProVoice an d Voice Guard private m odes allow the radio to transmit encrypted messages an d recei ve clear or private transmissi ons.
68 Transferring Keys In to The Radio The following procedure outlines ba sic key transferring steps. 1. Turn the radi o OFF. 2. Ensu re that the PC program ming cables and adapte r box are discon nected from radi o uni t. 3. Pl ug t he m odular connector of the Keyloader cable int o the Keyloader modular jack.

75 LAST SYSTE M/GROUP OR CHANNEL RECALL (Supervisor y Radio Units Only) This feature enables the user to recall th e last selected s ystem/group after an EDACS e merge nc y or ho me func tion, a con ventio nal e merge nc y or ho me funct ion or syste m/group key fu nctio n.
76 SENDING A MANUA LL Y ENTERED INTERCONNECT CALL (SYSTEM MODE L ONLY) 1. Select a channel in the radio sys te m that has telephone interconnect capability. The radio should be progra mm ed for DT MF operation on this channel. 2. P ress the k button to toggle the keypad to the DTMF function (sec ondar y func tion) .

78 OPERATING RULES AND REGULATIONS Two way FM radio systems must be operated in accordance with t he rules and regulations of the Federal Co mmunications Co mmission (FCC). As an operator of two way radio equipment, the user must be thoroughly familiar with the rules that apply to the intended t ype of radio ope ration.
79 GLOSSARY Agency - An agency is composed of multiple fleets. Units ca n be programmed to initiate agency calls to access multiple f leets. ( T runked Mode Onl y) Base/U nit Operation - A programmed opt ion used i n some fleets s o units can only hear and talk to a base dispatch un it, not to other m obiles or personals in the grou p.
80 Group Or Subfleet - A group of users share the s ame program group identifi cation num ber in their mobi le and personal radios. All units in the same group will receive a dispatch call placed by a ny one unit in th e group. (Tr unked Mo de o nly).
81 Talk-aro und Mode - Also referred to as "di rect m ode", talk-aroun d provides a direct unit-to-unit short ra nge communications link. It is intended to maintain communi cations ou t side of the main syst em coverage area.
